THE LIST OF PROGRESSIVE ACTIVITIES AND ACHIEVEMENTS OF THE SENATOR REPRESENTING KATSINA CENTRAL SENATORIAL DISTRICT, BEING CARRIED OUT ACROSS THE ELEVEN LOCAL GOVERNMENTS WITHIN HIS JURISDICTION:
A. MOTIONS PRESENTED AT THE FLOOR OF THE RED CHAMBER
1. On Wednesday 19th July, 2023, he moved a motion on the floor of the Senate, drawing attention to the unprofessional and unethical handling of firearms by custom officers leading to the death and serious injury to citizen of the country. He called on the senate to consider the need for improving standard and accountability of the customs service.
In response to the motion, the Senate swiftly set up a committee to interface with customs formation across the country with emphasis on States bordering neighbouring countries. The aiming of this is to build bridges and address security challenges. Katsina State, being one of the affected states, was the first to benefit from this initiative. as the committee met with local communities and Nigerian Customs personnel to promote mutual understanding and cooperation.
2. On Thursday 5th October, 2023 the Senator presented a motion urging the Senate to urgently call on the President to address the escalating insecurity plaguing the nation, highlighting the disturbing incidents of student kidnappings at Federal University, Dutsin-Ma and Gusau which occurred in the same week.
Following the motion, the Special Adviser to the President made a prompt call to the Vice Chancellors of the affected universities, assuring them that security personnel would be dispatched to the institutions to enhance security.
3. On Thursday 16th November, the Senator presented a motion calling on the Senate to facilitate inter-agency collaboration and synergy among all security agencies in Nigeria, to enhance the effectiveness of their operations and strengthen the fight against terrorism.
Subsequently, the Senate resolved to summon the heads of all security agencies in the country for a closed-door meeting, aimed at facilitating a unified approach to national security and counter-terrorism efforts.
4. On Tuesday, 9th July 2024, the Senator presented a motion expressing concern about the adverse effects of the recent electricity tariff increase, particularly in Federal Hospitals, where the consequences disproportionately affect the most vulnerable members of the society.
The Senator urged the Senate to summon the Nigerian Electricity Regulatory Commission (NERC) and the Distribution Companies (DisCos) to reinstate subsidy on electricity supply to Federal Hospitals and exempt them from the recent tariff increase, thereby mitigating the adverse impact on healthcare services.
The Senator appealed to the Federal Government and the Nigerian Electricity Regulatory Commission to consider providing solar panels to hospitals in rural and underserved areas, to serve as palliative measure to alleviate the suffering of the masses occasioned by the recent electricity tariff increase, particularly in relation to laboratory tests and other critical healthcare services in government hospitals.
Consequently, the Senate mandated its Committee on Power to convene a meeting with NERC and DisCos to secure an exemption for Federal Hospitals from the increased electricity tariff, and to oversee the swift execution of this directive.
In response to the widespread concerns, the Federal Government has acted swiftly to mitigate the impact of the electricity tariff increase on government hospitals, effective immediately.
5. On Tuesday, 19th March 2024, the Senator presented a motion condemning the brutal killing of seventeen (17) Nigerian Army personnel, comprising both junior and senior officers, in Okuama town, Delta State, and calling for urgent action to address the escalating violence and ensure justice for the victims.
Following the motion, the Senate mandated the Joint Committee on Army, Navy and National Security to conduct a comprehensive investigation into the incident, and urged the Federal Government to identify and prosecute the perpetrators, ensuring they face the full wrath of the law.
B. BILLS SPONSORED BY THE DISTINGUISED SENATOR
On bills (legislative proposals) sponsored by the Distinguished Senator:
1. the Distinguished Senator sponsored the Electoral Act 2022 (Amendment) Bill, 2024’ (SB. 412), a significant legislative proposal designed to enhance the integrity, transparency, and efficiency of Nigeria’s electoral process. This highlights the Senator’s effort towards improving the electoral system through the bill.
C. PETITIONS PRESENTED BY THE DISTINGUISHED SENATOR:
On petitions sponsored by the Distinguished Senator:
1. On Thursday, 11th June 2024, the Distinguished Senator presented a written petition from a constituent, drawing attention to the grievances of medical practitioners regarding the recent extension of their working hours by the Medical and Dental Council of Nigeria. The petition alleged that doctors were being required to work additional hours after already completing a full day of treating patients.
Upon receiving the petition, the Senate resolved to refer the matter to the Senate Committee on Health for thorough investigation and appropriate action. The Committee was tasked with examining the merits of the petition and reporting back to the Senate with recommendations to address the concerns raised by the medical practitioners.
D. ACHIEVEMENTS MADE SO FAR, BY THE DISTINGUISHED SENATOR:
The following, are the remarkable achievements so far made by the Senator:
1. The Distinguished Senator has established a constituency outreach committee, tasked with receiving public complaints, identifying areas in need of development projects, and monitoring the implementation of such projects across all the Eleven (11) local governments within his constituency.
This committee serves as a vital link between the Senator and the constituents, ensuring that their concerns are heard and addressed, and the constituency projects are executed effectively and efficiently. By doing so, the Senator has demonstrated his commitment to transparency, accountability, and responsive representation.
The committee comprises up of:
Local Government Chairman, as the Chairman of the committee.
His Coordinator, as the Secretary of the committee.
Then, District Head, Party’s Excos, Sages from both Izala and Dariqa sects and others stakeholders.
Others are Youths and Women Leaders, and four (4) other people from among his associates across the eleven (11) local governments within his constituency.
2. The Distinguished Senator Succeeded in becoming the Chairman, Northern Senators Forum in the 10th National Assembly.
3. He succeeded in becoming the Chairman, Senate Committee on Army Vice Chairman Senate Committee on INEC (Independent National Electoral Commission) as well as becoming a member in various committees, in the 10th Assembly.
E. CONSTIUENCY PROJECT AND COMMUNITY SERVICES DEVELOPMENT PROJECTS (CSD):
1. Construction of an additional ward and Upgrading of Maternal & Child Healthcare Facility (MCHC), and a Borehole, at New Modoji in Shinkafi B, of Katsina Local Government Area, at the cost of Seventy Million Naira (N70,000,000.00).
2. On Empowerment Initiatives:
- Economic Empowerment for Women: The Senator distributed sewing machines to Two Hundred and Eighteen (218) to female beneficiaries across the Senatorial District, aimed at enhancing their economic independence and self-sufficiency.
- Transportation Empowerment for Men: Additionally, seventy-two (75) motorcycles were distributed to male constituents, facilitating ease of movement and transportation for entrepreneurial and commercial activities across the Senatorial District.
3. Water Infrastructure Development:
- Provision of Portable Water Sources:
- Construction of three (3) boreholes in Gafai Quarters, Wakilin Yamma II, Katsina Local Government.
- Construction of one (1) borehole in Kerau Quarters, Katsina Local Government.
These projects are aimed to improve access to clean and safe drinking water for the communities, enhancing public health and wellbeing.
These initiatives demonstrate the Senator’s commitment to addressing water scarcity and promoting healthy living conditions in his constituency.
4. Water Infrastructure Rehabilitation:
- Repairs of Non-Functional Boreholes:
- Rimi Local Government: The Senator facilitated the rehabilitation of inoperative boreholes across the local government area, in collaboration with the Department of Water Sanitation Agency, Rimi Local Government.
5. The Senator sponsored the reconstruction and upgrading of a borehole to a modern standard, enhancing access to clean and safe drinking water for the community of ‘Yan Kaji in Yammawa Quarters, in Wakilin Arewa B, Katsina Local Government Area.
6. Upgrading of borehole to a modern standard in Kerau Quarters, in Wakilin Gabas II in Katsina Local Government Area.
7. Contribution of five (5) Submersibles water pump to Gafai Quarters, Gambarawa, Shinkafi town and Gabasawa Mosque, Behind Lema Jibrin Residence, and also contributed with sound material to Danbaiwa Mosques in Sabon Titin Saulawa, all in Katsina Local Government Area.
8. Donation of four water tanks, two 10,000 Liters at Maiduguri Road Kofar Marusa and two 6,000 liters at Massallacin Malam Nasiru of Yar’adua Quarters all in Katsina Local Government.
9. The Senator facilitated the construction of six (6) specialized boreholes with the capacity of ten thousand liters (10,000 liters) each, were constructed in Dutsin Amare Quarters and Inwala Quarters of Katsina Local Government Area. In ‘Yantumaki town, of Danmusa Local Government and Dankama town of Kaita Local Government. Others, were in Kurfi town in Kurfi Local Government and Yakasai in Fardami Ward, of Rimi Local Government.
10. Conducted a seminar on: “CULTURAL AND MORAL SENSITATION OF YOUTH AGAINST THE SURGE OF DRUGS AND CULTISM IN 11 LGA OF KATSINA CENTRAL SENATORIAL DISTRICTS” to one hundred and ten (110) youths evenly selected from across the eleven (11) local governments within Katsina Senatorial Zone. The beneficiaries where issuing with Certificates of Attendance and thirty thousand (N30,000) naira each, as Empowerment grand. The project was under the Federal Ministry of Information in collaboration with the Nigerian Press Council.
11. Donation of eight hundred and eighty (880) textbooks, five thousand five hundred (5500) exercise books and one thousand one hundred (1100) copies of the holy Qur’an, the beneficiaries are one secondary school per local government across the Senatorial District, under the Federal Ministry of Information in collaboration with the Nigerian Press Council.
12. Distribution of palliatives across the constituency to cushion the hardships posed by fuel subsidy removal were disbursed. Rice worth of Two hundred million Naira (N200,000,000.00), was distributed across the 11 local government of the Senatorial District, the beneficiaries were drawn from various strata of the communities i.e Masses, Politicians, Religious Organization, Support Groups, Securities e.t.c. Sponsorship from the Federal Ministry of Agriculture.
13. The Distinguished Senator Yar’adua conducted the project of one hundred and fifty (150) street light installations in four (4) local governments namely; Dutsin-Ma, Kurfi, Rimi, Kaita and Katsina.
14. The Distinguished Senator Yar’adua contributed one thousand two hundred (1200) bags of NPK fertilizer to one hundred farmers each, totaling one thousand one hundred (1100) across the eleven (11) local governments within the constituency; whereby politicians too, benefited from one hundred (100) bags.
15. The Distinguished Senator Yar’adua also conducted another project of four hundred (400) street light installations in eleven (11) local governments namely; Dutsin-Ma, Kurfi, Rimi, Charanchi, Batagarawa, Kaita, Jibia, Danmusa, Batsari, Safana and Katsina.
16. Senator Yar’adua facilitated and conduct a one-day Human Capacity Development Training on Renewable Energy to thirty 30 youths from eleven local government of Katsina Central Senatorial District, where acquired a training on Solar Installation and repair.
17. The Distinguished Senator Yar’adua contributed another one thousand two hundred (1200) bags of NPK and Urea fertilizer to one hundred irrigation farmers from ten local government, out of eleven (11) local governments within the constituency; whereby Katsina Local Government benefit two hundred (200) bags, totaling of (1200) one thousand two hundred bags of fertilizer.
18. The Senator Yar’adua has provided the adequate Agricultural Inputs to irrigation farmers within the eleven local government of Katsina central senatorial district.
a. Water pump.

c. Fertilizer.
d. Insecticides.
e. Sprayers.
f. Assorted grains.
19. Senator Yar’adua facilitated and sponsor youth empowerment on Solar Installation and House Wiring Scheme with collaborations of Federal Collage of Education Jama’are, where three-three youths from each local government out of eleven LGA selected to participated in the Program.
20. Senator Yar’adua sponsor the Installation of 500KVA transformer at Daga Village of Jibia Local Government.
21. Senator Yar’adua Construct a Waste Bin Portion in Farin Yaro Quarters in Wakilin Arewa B of Katsina Local Government.
F. EDUCATION SECTOR:
1. Part of his efforts towards education is the payment of student registration fees of one thousand, two hundred and eighteen (1,218) students of various higher institutions of learning.
2. Similarly, he assisted twenty-nine (29) primary pupils and eleven (11) secondary school students with disability with tricycles to ease their movement to school and help them with uniforms and learning materials.
3. In his contribution to Islamic education a number of Tsangaya and Islamiyya Classrooms were rehabilitated. Similarly, mosques, were rehabilitated and some were constructed with provision of Boreholes to some.
4. Instructional materials (Teaching Aids) to Arabic teachers teaching in primary schools within the Senatorial District were provided, in order to ease and facilitate teaching and learning.
5. The Distinguished Senator refurbished five (5) motor vehicles of Da’awa scholars to enhance their Da’awa activities.
6. In his effort to compliment the effort of His Excellency the Governor of Katsina State, Malam Dikko Umaru Radda PhD in reviving the education sector, the Distinguished Senator provided Local Education Authority with 101 copies of a book titled: “Pillars of Effective Leadership for School Managers in Nigeria” The book which is well recommended by the State Ministry of Education is authored by indigene of the State – Hassan Abdulkadir Rimi.
7. Funding the reconstruction of toilet for Ma’ahad Center for Arabic and Qur’anic Memorization, situated at Kayalwa Primary School, Katsina.
8. Financial aid to Hassu Iro Inko Community School for its graduation, Payment of Center Registration for Government Girls Day Secondary School Shema (Day-Wing), and Community School Fagguwa in Dutsin-Ma Local Government, then Government Day Secondary School Shirgi in Batsari Local Government, and Community Day Secondary School Kunamawa in Safana Local Government and Community Secondary School Dutsen Safe in Katsina Local Government.
9. Paid Jamb Registration Forms of 50 students within the Senatorial District, for the year 2023.
10. Financial contribution to Government College Katsina (Junior Section) in addition to two computer systems, and one printer provided to the school to facilitate the school activities and smoothly conduct computer practical to students with relative ease.
11. Refurbishing of the vehicle of Zonal Education Department of Quality Assurance, Katsina at the cost of Two Million, Four Hundred and Fifty Thousand Naira (N2,450,000.00).
12. Provision of writing materials and teaching aids to the management of the Government School for the Blind, Katsina which consumed Three Million Naira (N3,000,000.00).
G. HEALTH SECTOR:
1. The Senator assisted 340 patients with different ailments by settling bills for their operations (surgeries), buying drugs, conducting tests and making part payment for others. Ten Million, Five Hundred and Ten Thousand, Two Hundred Naira (N10,510,200.00) was paid.
2. In the heath Sector, the Distinguished Senator responding to the immediate urgent needs of the only Federal Teaching Hospital in Katsina State Presented a provision for use in theater, radiology and pathology. The budget was approved and funding made available.
3. In the same sector the Senator he secured Medical Outreach worth Thirty Million Naira (N30,000,000) for internally displaced persons and Vulnerable Children in the Senatorial District. The job has been awarded and arrangement are in full gear for its Implementation.
4. Similarly, another Medical Outreach worth another Thirty Million Naira (N30,000,000) this time Pharmaceutical is to be executed by the Pharmaceutical Council of Nigeria and is geared toward assisting the Constituents of the Senatorial District.
H. CONSTITUENCY DEVELOPMENT INITIATIVES:
The Distinguished Senator launched the following:
- Entrepreneurship Support and Empowerment Programs.
- Self-Reliance, Promotion and Financial Assistance Schemes.
- Community Support and Financial Contributions.
In the light of the above, the Distinguished Senator performed the following:
1. He distributed 218 sewing machines to women across the constituency.
2. He distributed 75 motorcycles to men across the constituency.
3. Entrepreneurship training to 50 male and female young people and business start-up capital of Fourty Thousand Naira (N40,000) across the constituency.
4. Empowerment through Entrepreneurship: 173 individuals received critical materials and equipment to strengthen their business ventures, with additional financial support provided to selective beneficiaries to promote autonomy and entrepreneurship.
5. Reconstruction of major water well in Ruma town, Batsari Local Government Area.
6. Road and drainage reconstruction of Kwabron Dorowa Quarters and Tudun Wada Quarters in Katsina Local Government Area.
7. Financial contribution was made for the repair and rehabilitation of transformers in Dutsin Amare Quarters, Yar’adua Quarters near Talban Katsina residences all in Katsina Local Government Area, and Marken Magaji town, Batagarawa Local Government Area.
8. Financial support was provided for the rehabilitation of hand boreholes in Safana Local Government Area, improving water accessibility and quality for the residents.
9. The Distinguished Senator successfully secured various social intervention programs for his constituents, including:
- Cash Conditional Transfer for 9,400 beneficiaries.
- MarketMoni interest-free soft loans for 500 women sole proprietors.
- Federal Government Grants for 2,200 beneficiaries across 11 local governments (200 per local government).
- Presidential Conditional Grant Scheme for 5,800 constituents.
These initiatives, facilitated through the Ministry of Humanitarian Affairs and Poverty Alleviation, is meant to alleviate poverty, promote financial inclusion, and support economic empowerment in the Senatorial District.
10. The Distinguished Senator donated N300,000.00 to support the Katsina Facebook Connect phase four event, specifically for hospitality and guests’ reception purposes.
11. The Distinguished Senator provided financial and food relief worth N580,000.00 to the families of the ten victims who lost their lives in a fatal car accident in Rimi Local Government Area, offering support and condolences during their time of grief.
12. The Senator donated One Million Naira (N1,000,000.00) and thirty bags of NPK fertilizer to the irrigation farmers in Gangara village, he also provided a financial grant of N300,000.00 to support the irrigation farmers of Allemi village, Kaita Local Government Area, aimed at boosting their agricultural productivity and enhancing their irrigation systems.
13. Financial support to the leadership of APC party and others amounting to Fourty-Two Million Three Hundred Naira (N42,300,000.00).
14. The Distinguished Senator provided a financial grant of One Million Naira (N1,000,000.00) to the KAKAKI UNIQUE AWARD Association, in support of their youth empowerment program, focused on training young individuals in contemporary business practices and trends.
15. He donated ten sewing machines and financial support to Kungiyar Dogaro Da Kai and Abdullahi Yusuf Foundation aimed at assisting youths receiving vocational training.
16. The Distinguished Senator distributed food item palliatives worth over one hundred and Seventy Million Naira (N178,000,000.00) to vulnerable and underprivileged individuals across the 11 local governments in his constituency, aimed at alleviating hunger and providing temporary relief to those in need.
17. He assisted the Special Target Group (Crippled) across the constituency, with Fifty-Five (55) tricycles and start-up capital to become self-reliant. This, he spent Three Million Naira (N3,000,000.00).
18. The Distinguished Senator provided financial support totaling N34,200,000.00 to chairmanship and councillorship aspirants within his constituency, with each chairmanship aspirant received N1,000,000.00 and each councillorship aspirant received (N200,000.00), aimed at empowering and supporting their political ambitions.
19. The Distinguished Senator provided relief support to 58 flood victims in Sabuwar Unguwa Quarters, Wakilin Kudu III Ward, with a generous donation of (N100,000.00) cash and 25kg of rice to each affected individual, aimed at alleviating their suffering and supporting their recovery efforts.
The total expenditure on constituency development initiatives amounted to Five Hundred and Sixty-Seven Million and Three Hundred Thousand Naira (N567,3000,000.00), demonstrating the Distinguished Senator's commitment to supporting the welfare and development of his constituents.
Family Support Program Initiatives:
1. The Distinguished Senator provided room furniture for 41 female orphaned individuals (newlyweds) who were getting married, supporting their transition into new life milestones.
2. The Distinguished Senator extended support to various families through:
- Provision of room furniture to 23 households.
- Financial assistance for marriage/naming ceremonies to 513 individuals, demonstrating his commitment to enhancing the well-being and dignity of his constituents.
The total expenditure on family support initiatives amounted to twenty-nine million, eight hundred and twenty-two thousand naira (N29,822,000.00), reflecting the Senator's significant investment in the welfare and well-being of his constituents.
I. ON SECURITY:
In addition to bills and motions presented at the National Assembly
1. The Distinguished Senator provided humanitarian relief to victims of banditry in the various affected local governments, including:
- Danmusa (37 beneficiaries)
- Dutsin-Ma (20 beneficiaries)
- Batsari (30 beneficiaries)
- Kurfi (18 beneficiaries)
- Jibia (20 beneficiaries)
- Jibia (another 31 beneficiaries)
The relief package consisted of financial support and food items, aimed at alleviating the suffering of those affected by terrorist attacks, who had either lost loved ones or sustained injuries.
2. The Distinguished Senator donated One Million, Five Hundred Thousand Naira (N1,500,000.00) to Joint Taskforce (JTF) at various camps in KUKI, Dutsin-Ma Local Government.
3. Refurbishing of four (4) motor vehicle of Nigerian Army and one (1) Armou Personal Carrier (APC) to facilitate security at the cost of Eleven Million and Three Hundred Thousand Naira (N11,300,000.00).
4. Again, on Security Support Initiatives:
- Refurbishment of a vehicles belonging to the Civilian Joint Task Force (Hunters), including replacement of the engine at the cost of Four Million Naira (N4,000,000.00) to enhance their operational efficiency.
- Financial support of Five Hundred Thousand Naira (N500,000.00) to two families of deceased individuals who lost their lives in the line of duty, as a gesture of condolence and support.
In this part, Seventeen Million, Eight Hundred Thousand Naira (17,800,000.00) was justifiably spent by the Distinguished Senator.
5. In addition, he provided financial support of Five Hundred Thousand Naira (N500,000.00) each month to the Civilian JTF as fuel assistance to facilitate their operations in Batsari, Safana, and Jibia Local Government Areas.
6. Security Enhancement Initiative:
The Distinguished Senator donated fifty (50) motorcycles to the Community Watch Corps, an initiative established by His Excellency, the Governor of Katsina State Dr Malam Dikko Umaru Radda PhD. This support aims to augment the Corps' mobility and effectiveness in combating terrorists in the forest and ensuring the safety of communities.
7. The Distinguished Senator Yar’adua sponsored a deployment of Land Army to facilitate their operation in Wurma Town of Kurfi Local Government and Jibia Town of Jibia Local Government.
J. ON SECURING JOB OPPORTUNITIES TO YOUTHS:
Creating Pathways to Prosperity:
The Distinguished Senator successfully facilitated job opportunities for a total of 146 individuals, comprising:
(1) 117 people through Nigerian Army between 86 and 87 regular intakes.
(2) 20 individuals in various federal agencies.
(3) 9 youths in the Nigerian Air Force.
This demonstrates his commitment to empowering young people and enhancing their employability.
K. ON PROJECTS TO BE EXECUTED:
(1) Agriculture;
Agriculture being the main step profession to the people of the Senatorial District, the Senator has proposed the Provisions of adequate Agricultural Inputs.
a. Water pump.
b. Water hose.
c. Fertilizer.
d. Insecticides.
e. Sprayers.
f. Assorted grains.
(2) Rural Development;
a. Supply and Installation of transformers at Daga and Riko Village in Jibia Local Government Area.
b. Supply of 3 in 1 Solar Street light in Katsina Central Senatorial District are to be applied by various MDA’S.
(3) Empowerment;
a. Supply of Motorcycles.
b. Supply of open body 3 wheels cargo tricycles.
c. Vocational training and empowerment of 110 persons living with disabilities.
d. Training and Empowerment of youth on Solar Installation of House Wiring.
(4) Ecological;
The Senator has submitted urgent proposal for the Intervention of the Federal Ministry of Environment to check the menace or Erosion in Janbango of Katsina Local Government, Charanchi in Charanchi Local Government, Yandaki in Kaita Local Government, Abukur in Rimi Local Government the project is expected to cost over One Billion Naira.
There are other numerous intervention projects sought for from various MDA’S by the Senator that are being processed.
